SUMMARY:Equitable Dual Enrollment: A Policy to Practice Guide (Outreach and Recruitment for Historically Underserved Students)
DESCRIPTION:California Dual Enrollment Equity Conference: When designing pathways that thoughtfully include dual enrollment\, we must consider which students are getting to and through these pathways. Equally important is how we think about\, talk with\, and engage the students we are designing these opportunities for\, along with the communities that provide support to students who have been historically underserved in education. This session will provide context and tools\, and create space for practitioners to learn from each other about how to work together to improve outreach and recruitment methods\, ensuring more equitable access and success in dual enrollment. \nThis presentation is one of four that will be co-led by CLP on the Equitable Dual Enrollment Policy to Practice Guide\, a comprehensive\, user-friendly resource designed to support California dual enrollment practitioners in expanding equitable dual enrollment opportunities. Each section provides tools to get started\, support implementation and collaboration\, examples from the field\, resources\, and strategies for advancing equity and access. The guide was created by CLP with funding from the California Community Colleges Chancellor’s Office. \nPresenters: Laurencia Walker\, CLP\, and Dr. Nicole Austin\, Granada Hills Charter

SUMMARY:Credit Where Credit is Due? District Policies on College Credit and High School Graduation Requirements
DESCRIPTION:California Dual Enrollment Equity Conference: High-quality dual enrollment improves high school graduation\, college enrollment\, and college completion—particularly when students earn both college credit and credit toward high school graduation\, a practice known as dual credit. In California\, dual credit policy is set locally\, resulting in wide variation that can affect access and equity. \nThis session features findings from a new CLP publication\, Credit Where Credit is Due? District Policies on College Credit and High School Graduation Requirements. This report examines policies across 20 LEAs for evidence of dual credit. Participants will explore key findings and discuss how equitable dual credit policies can better support historically underserved students. \nPresenters: Dr. Naomi Castro\, CLP\, and Laurencia Walker\, CLP

SUMMARY:Equitable Dual Enrollment: A Policy to Practice Guide (Supporting Student Success)
DESCRIPTION:California Dual Enrollment Equity Conference: This session will provide attendees with guidance of the essential wrap-around services institutions need to implement a holistic approach for supporting the academic\, social and basic needs that provide a pathway to success for all dual enrolled students. \nThis presentation will highlight Mendocino College’s Student Ambassador Program as a practical\, equity-centered strategy for expanding access to support across geographically dispersed high schools. To ensure dual-enrolled students understand how to navigate Canvas and access services such as basic needs and mental health support\, the college hires and trains student ambassadors at each partner high school to serve as peer liaisons throughout the semester. Now supported by the local K–16 collaborative\, the model includes regional training and pathway exposure opportunities. Participants will leave with concrete strategies for building peer-led infrastructure that strengthens access\, belonging\, and persistence in dual enrollment programs. \nPresenters: Dr. Byron Reaves\, CLP; and Dr. Amanda Xu\, Mendocino College

SUMMARY:CLSBA | Credit Where Credit is Due: Dual Credit for Dual Enrollment
DESCRIPTION:Multiple studies have consistently demonstrated that students participating in high-quality dual enrollment in high school have stronger educational outcomes\, including higher rates of high school graduation\, increased college enrollment\, and improved college persistence and completion rates. For dual enrollment to effectively serve as an equity-driven strategy that accelerates student achievement and narrows educational gaps\, students must earn dual credit\, high school credit toward graduation for the college courses they successfully complete. \nIn California\, dual credit policy is a local school board decision\, and there is wide variability across th state. This variability can impact student access\, equity\, and outcomes. Understanding and navigating these differences is crucial for educators\, administrators\, trustees\, policymakers\, and community stakeholders committed to advancing educational equity and student success. \nThis session will examine an array of dual credit board policies. Participants will explore promising practices\, common challenges\, and innovative policy solutions. Additionally\, the session will foster dialogue about how equitable dual credit policies can expand college access and completion\, particularly for historically underserved student populations. Attendees will leave with actionable insights\, strategic considerations\, and a deeper understanding of policy levers that can enhance dual enrollment’s role as an effective equity strategy. \nPresenters: Naomi Castro\, Chief Program Officer\, and Laurencia Walker\, Director \nThis is the second of two CLP sessions at California Latino School Boards Association (CLSBA) Unity 2025.

SUMMARY:SHEEO | Sharing the Cost: Dual Enrollment Funding and Equitable Access in California and Minnesota
DESCRIPTION:CLP’s Naomi Castro will be participating in a panel discussion at the State Higher Education Executive Officers Association (SHEEO) Higher Education Policy Conference. \nSession description: Dual enrollment programs offer significant potential to expand college access and improve student success\, particularly for systemically marginalized students. However\, realizing this potential requires strategic state funding models and policies that address systemic inequities. This session presents findings from Bellwether’s recent paper\, “Sharing the Cost: Insights from States Funding Dual Enrollment to Expand Access\,” which examines how different policy approaches across four states contribute to improved dual enrollment participation and attainment. Participants will also hear from dual enrollment leaders in Minnesota and California\, two of the case study states. \nThe session will feature a facilitated discussion focusing on policy considerations and practical recommendations for higher education policymakers. It will address key challenges such as sustainable funding models and potential disincentives for institutional participation. The session will conclude with a question-and-answer segment\, allowing for discussions on challenges and sharing experiences and insights from various state perspectives.

SUMMARY:A Critical Time for Dual Enrollment
DESCRIPTION:CLP will be co-presenting with EdTrust-West at the California Association of Latino Superintendents and Administrators (CALSA) Summer Institute. \nSession description: California’s Dual Enrollment landscape has evolved rapidly in recent years. In the past decade we’ve seen the creation and refinement of CCAP as well as other dual enrollment programs. Supported by Governor Newsom and Chancellor Christian of the California Community Colleges\, the state has made a strong commitment to embracing dual enrollment as the premier vehicle forward to further the state’s high school\, college\, trade\, and workforce needs. Within this context\, Career Ladders Project has done extensive work on technical assistance to advance the field\, while EdTrust-West has been a strong legislative advocate to marry research with policy change. Both organizations release resources to help students\, parents\, practitioners\, administrators\, advocates\, and legislative champions alike. \nPresenters: Laurencia Walker\, Director\, Career Ladders Project; and\nCamille Medrano\, Senior Associate\, Educator Engagement\, EdTrust-West
