DESCRIPTION:CLP’s Naomi Castro will be participating in a panel discussion at the State Higher Education Executive Officers Association (SHEEO) Higher Education Policy Conference. \nSession description: Dual enrollment programs offer significant potential to expand college access and improve student success\, particularly for systemically marginalized students. However\, realizing this potential requires strategic state funding models and policies that address systemic inequities. This session presents findings from Bellwether’s recent paper\, “Sharing the Cost: Insights from States Funding Dual Enrollment to Expand Access\,” which examines how different policy approaches across four states contribute to improved dual enrollment participation and attainment. Participants will also hear from dual enrollment leaders in Minnesota and California\, two of the case study states. \nThe session will feature a facilitated discussion focusing on policy considerations and practical recommendations for higher education policymakers. It will address key challenges such as sustainable funding models and potential disincentives for institutional participation. Dean Jett also helped to create the online collaborative model and the faculty liaison program for dual enrollment at Bakersfield College.\nCLP Director Kylie Campbell will introduce attendees to the new Dual Enrollment Scheduling Tool. The tool is a free resource to support high schools with calculating their instructional minutes and to help partnerships schedule dual enrollment classes during the high school day.\n\nThis workshop is geared primarily for K-12 dual enrollment directors or coordinators\, although college partners are also welcome.

Pre- and post-conference activities include: \nPre-conference Workshops\, February 23 \n\nThe Adolescent Brain and Teaching Dual Enrollment: A Neuroscience-Informed Approach\, Dr. Adriana Galvan\, UCLA\nDual Enrollment Access Gap Tool Workshop\, CLP\n\nHigh School Site Visits\, February 26 \n\nPioneer High is a comprehensive high school that offers general education and CTE courses from Woodland Community College on site\, during the high school day. Dual enrollment classes are taught by either high school instructors or college faculty\, and students receive both high school and college credit for the courses.\nAntelope High School is a comprehensive high school located outside of Sacramento. Close to 60% of students qualify for free or reduced lunch and almost 10% are English learners.
