Understanding New Processes, Resources, and Guidance
The U.S. Department of Education’s (ED) Office of Career, Technical, and Adult Education (OCTAE) invites you to participate in an informational webinar on January 14, 2025, at 1:00 p.m. ET (10:00 a.m. PT) to learn more about the updated Ability to Benefit (ATB) regulations and guidance and to understand states’ role in this process.
ATB programs enable students without a high school equivalency to be eligible for Title IV student assistance if the student is enrolled in an eligible career pathway program (ECPP). Webinar participants will discuss how the new regulations and guidance impact institutes of higher education (IHE), support access to financial aid for adult learners, and Dual Enrollment for Adult Learners (DEAL).
Launched in September, the DEAL project is an OCTAE initiative in collaboration with the Manhattan Strategy Group (MSG).

- Upcoming technical assistance opportunities from the DEAL project
