Sharing the Cost: Insights From States Funding Dual Enrollment to Expand Access, a report from Bellwether, highlights how four states—California, Idaho, Minnesota, and Texas— have used innovative funding models to expand access to dual enrollment and identifies policy recommendations for state policymakers.
In California, the report notes how College and Career Access Pathways (CCAP) reoriented dual enrollment toward equity, quoting CLP Executive Director Linda Collins: “Students who took advantage of dual enrollment prior to CCAP were likely already college-bound, with the navigational capital and support to seek out college courses on their own. CCAP changed that.”
For K-12 district leaders, Bellwether’s toolkit, Navigating Declining Enrollment: A Toolkit for California District Leaders to Design Stronger Schools and Systems, provides research-backed strategies for school systems facing declining enrollment.
